Hahaha... police cars without wheels. That is really really bad. But the thieves are rather selfish too. Imagine they have to respond to an emergency and the vehicles can't move. The fellow better pray hard it's not his family who needs help in the end.
Those that go round stealing underwear also quite bold mah...there used to be one at my old hostel at uni: all the girls had to keep buying new ones!

These are bold thieves who only leave a part of the vehicle to the owner. I remember once my friend and I went into the convenient store (and she left her bicycle outside) and in less than 2 minutes, the bicycle was gone. We both walked home. So sad. (=
